Job Description

WYG International Tender to be a revival of the ” Service Contract TA for implementation of support federal reform program Govermnance in five federal agencies in Abuja, Nigeria.” The overall objective of the project is to contribute to reducing poverty in Nigeria through the promotion of political and public sector efficiency in the administration of the public service to improve service delivery . The location of the project will be based in Abuja on the premises of five beneficiaries. The contract will be 36 months from the commencement date.

We are currently looking for a Policy Monitoring and Evaluation Specialist ( 660 days) to join us with the following qualifications and experience:

Qualifications:

University degree (MSc) in development economics , policy analysis or a related discipline. First degree of at least 12 years experience in the relevant programs of governance sectore may be considered in lieu of advanced degree ;
Fluency in English.

General professional experience :

Minimum 7 years of evaluation of policies and performace of the budget in public institutions relevant in monitoring and professional experince ;
Minimum 3 years experience in a developing country outside the country of origin

Specific professional experience

Minimum 4 years experience in the development of M & E strategies and the implementation of integrated M & E system for effective performance of MDA in the implementation of government budgets and political strategies ;
Minimum 3 years training experience in budget planning , reporting , monitoring and evaluation of government projects ;
Experience in the evaluation of the implementation of government policy focusing on performace indicators;
Development of new reform concepts and models for measuring performance in ministries, departments and agencies (MDA) is an asset.
