NGO job in Nigeria: Chief of Party job position at WINROCK

PROGRAM SUMMARY :
The “Promoting renewable energy and energy efficiency projects ” ( hereinafter referred to as the renewable energy project ) is a three-pronged approach for the development of renewable energy and energy efficiency markets in Nigeria. The first part of the program establishes a Development Credit Authority (DCA) instrument to provide partial credit guarantees to local banks ( Bank initially Eco and First Bank ) to increase the debt financing for the energy sector own . The second component is a Global Development Alliance ( GDA) with the Private Financing Advisory Network ( PFAN ) linking investors / financiers and developers of clean energy projects to help generate project “bankable” and funding proposals actions. The third component will provide technical assistance and training for vocations to the successful implementation of the renewable energy project . The fourth component will promote strong environmental policy through direct interaction with legislators and community coalitions. The proposed program will be implemented in Nigeria over a period of four years , with an estimated project budget of $ 4 million to be financed progressively , depending on the availability of funds.
The position is subject to the receipt of funding from donors .
Key responsibilities :
Provide general technical direction and administrative supervision to achieve program results .
Interact directly with financial institutions , private companies and NGOs to enhance the ability to provide and receive funding for EE and RE projects .
Provide guidance for RE and EE policy at the state and federal government.
Supervise and be responsible for the financial and administrative aspects of the project, including budget management .
Provide supervision , support and management staff in the long and short term .
Administering and monitoring procedures project financing, compliance with accounting principles established Winrock and USAID regulations.
Monitor program indicators , evaluate program results and make recommendations to improve the implementation of the program.
Analyze the impact and challenges of adaptive management project project to meet or exceed results.
Ensure that women and marginalized groups are beneficiaries of the project .
Prepare annual work plans and progress reports, and monitor the implementation of these plans. Prepare and submit quarterly reports on the progress of activities and achievement of program outcomes USAID.
Interact directly and regularly with USAID and other stakeholders.
Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals .
Coordinate and communicate on a regular basis with the Ministry of Interior Winrock .
Winrock represented at meetings and events as needed.
Qualifications and experience:
Education: MBA or Master in Finance, Economics, Law , Public Policy , environmental , engineering or a related field is required.
7-10 years of professional experience with international development organizations direction and management of multi-million dollar projects : Experience. Prior experience in managing projects funded by USAID in Nigeria and West Africa . Understanding of renewable energy and energy efficiency technologies and relevant experience in finance, policy and capacity building .
Skills : Excellent proven skills in oral and written communication .
