CHIEF OF PARTY

POSITION SUMMARY
The Chief of Party will oversee a conflict mitigation and management program in Nigeria and will be the technical and administrative supervisor of all project activities. S/he will be the senior in-country project representative and will have overall responsibility for coordinating program activities at the highest levels among a diverse group of local stakeholders and beneficiaries. This includes liaising with government officials, USAID personnel, and civil society leaders as well as supervising partnering organizations and sub-grantees. S/he will have an integrated vision among international donor, Government of Nigeria institutions, and the private sector. The COP helps ensure timely project implementation, monitoring of activities, and management of project staff and subsidiaries. The COP has ultimate responsibility for contract management, project financial accountability and reporting to USAID and Creative Associates home office.

REPORTING & SUPERVISION
The Chief of Party reports to Creative’s HQ Program Director.

Primary Responsibilities
Is responsible for overall technical and financial performance of the project;
Manages/leads in-country staff to ensure that the project is achieving all deliverables;
Ensures that technical, financial, and administrative activities are carried out according to USAID and Creative's policies and procedures;
Manages subcontractors to ensure that their performance meets or exceeds technical and financial contractual requirements;
Maintains and nurtures Creative's relationship with USAID by communicating on a weekly basis
Successfully manages the project's relationship with local governments/ministries and other stakeholders;
Oversees creation and implementation of project monitoring and evaluation activities; and
Engages in frequent, routine communication with the Home Office so that the Project Director is aware of both progress and potential issues. Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements.

REQUIRED SKILLS & QUALIFICATIONS
Minimum of an advanced degree in social sciences, conflict resolution, law, political science, development studies, or a related field;
Minimum of 10 years of demonstrated experience in the successful implementation of international development activities, preferably conflict mitigation and management activities under a USG contract – 5 years of which shall have been in senior program management including direct supervision of professional and support staff;
Experience designing and managing early warning systems;
Demonstrated experience working with civil society development such as NGO development, service delivery improvement, advocacy, conflict mitigation, and local governance strengthening;
Experience in facilitating multi-sectorial collaboration among different technical fields and various type of stakeholders (NGOs, private sector, government, communities, youth groups, and international donors);
Demonstrated ability to establish and sustain interpersonal and professional relationships with different donors, civil society organizations, universities and host country government counterparts;
Prior experience in awarding and managing grants to local organizations;
Demonstrated working experience in Sub-Saharan Africa, Nigeria experience highly desirable;
Knowledge of Nigerian culture, politics, and economic contexts;
Familiarity with USAID policies and procedures; and
Excellent oral and written communication skills in English.

DEPUTY CHIEF OF PARTY

POSITION SUMMARY:
The Deputy Chief of Party will act as the Chief of Party (COP) and serves as the principal point of contact in Nigeria for procedural and substantive matters in the absence of the COP. S/he provides oversight of program planning, monitoring and evaluation, and quality; grant administration; program staff recruitment, deployment and development; and of the building and maintenance of relations with government officials, USAID personnel, and civil society leaders to ensure SACE program goals are met.

REPORTING & SUPERVISION:
The Deputy Chief of Party will report to the Chief of Party.

PRIMARY RESPONSIBILITIES:
Assumes responsibility for representing the program to the donor, all partners and all other actors in the absence of the COP
Mentors staff and finds ways to enhance staff development
Maintains close and regular contact with senior program staff and partner organizations to ensure program activities are being implemented effectively and efficiently
Successfully manages the project's relationship with local governments/ministries and other stakeholders
Ensures that technical, programmatic and administrative activities are carried out according to USAID and Creative's policies and procedures
Oversees creation and implementation of project monitoring and evaluation activities
Engages in frequent communication with the Home Office so that the Project Director is aware of both progress and potential issues. Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements
Other duties as assigned by the COP

REQUIRED SKILLS & QUALIFICATIONS:
Master’s Degree in Social Sciences, Law, Political Science, International Development, or a related field
Minimum of 7 years of demonstrated experience in the successful implementation of international development activities, preferably democracy and governance activities under a USG contract – 3 years of which shall have been in senior program management including direct supervision of professional and support staff
Prior experience in policy advocacy, government monitoring and oversight, or in capacity development
Experience in facilitating multi-sectorial collaboration among different technical fields and various type of stakeholders (NGOs, private sector, government, communities, youth groups, and international donors)
In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks
Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals
Familiarity with USAID policies and procedures
Excellent oral and written communication skills in English

FINANCE AND ADMINISTRATION MANAGER

POSITION SUMMARY
The Finance Manager will be responsible for
(a) Ensuring that contractual requirements are met based on USAID policies and procedures;
(b) Developing and implementing financial procedures in compliance with Creative and USAID policies and procedures;
(c) Managing procurement actions and executing subcontracts and consulting agreements consistent with USAID and Creative procedures,
(d) Managing payroll and staff reimbursements and maintenance of complete personnel records; and
(e) Supporting the development of documentation and written materials relating to the project.

REPORTING & SUPERVISION
The Finance Manager reports to the Chief of Party.

PRIMARY RESPONSIBILITIES
Support the Chief of Party in meeting program objectives and ensure oversight of project finances;
Assure that the program meets all USAID requirements relative to USAID funds accountability and operations within Nigeria;
Provide financial managing and monitoring of agreements;
Ensure that all procurement is in compliance with USG regulations;
Monitor project budgets and provide required reporting;
Coordinate with Creative Finance and Contracts team in the Head Office.

REQUIRED SKILLS & QUALIFICATIONS
Bachelor’s degree in Accounting, Auditing and Finance, Business Administration or equivalent and an ACA/ACCA/CPA or other recognized professional accounting qualification;
At least 5 years of progressively relevant experience in Accounting, Auditing or Financial Business Management;
Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and non-profit) and an ability to understand accounting practices and procedures, analyze data, narrative reports, and workflow charts, etc;
Experience managing the finances for a project of similar size;
Similar work for other donors/U.S. Government agencies;
Grants under contracts experience;
Effective oral and written communication with accounting and non-accounting individuals;
High proficiency in the use of computers, particularly in Microsoft Excel, Word etc and the ability to use various accounting software programs;
Excellent oral and written communications in English.

DESIRED SKILLS & QUALIFICATIONS
At least 5 years prior USAID experience.

FINANCE MANAGER
